It is the "circulation of the Quran" that made the first Islamic community, by the Messenger of Allah, may the peace and blessings be upon him. As well it prepared the generation of migration, and emerged its powerful faithful men in the gatherings of the Quran, in Dar al-Arqam ibn Abi Arqam and among the streets of Mecca. Moreover, it made the first Islamic state Starting from the mosque of the Messenger of Allah, may the peace and blessings be upon him, in Medina.
The transmission of the signs of the verses in the community, through the network of religious scholars, suffices from assigning leaders mechanically, and the creation of complex cells! The Quran alone is the system of the mission and its organization; but if it had visible engineers! Party organization has its own interests and has its evils, and innate regulation brings those interests, and wards off those evils that is what is required in terms of calling to Allah, we shall learn the lessons from the Prophetic biography.
The Messenger of Allah, peace and blessings of Allah be upon him, used to spread Islam among the people, and bring up them according to its principles. Rather, he, may the peace and blessings be upon him, used to appoint as princes the reciters i.e. the scholars of the Quran, and send them to the emirates, he used to choose the most knowledgeable from his companions, may Allah be pleased with them, for leadership tasks, and difficult affairs. He, may the peace and blessings e upon him continued to strive with this simple easy method, to discover the energies and qualified leaders, and connect them with the messages of the Quran; to circulate them in a comprehensive deliberation in order to absorb the society gradually: until Surah An-Nasr descended upon him and his companions, may Allah be pleased with them, who continued to apply his instructions.
When the victory of Allah has come and the conquest, And you see the people entering into the religion of Allah in multitudes, Then exalt [Him] with praise of your Lord and ask forgiveness of Him. Indeed, He is ever Accepting of repentance.
